Official Information Request – Digital Identity Credentials

Thank you for your email dated 29 July 2025 requesting information as follows:  
 
I would like to know is the Council looking at issuing digital ID credential for practicing 
certificates, such as under the Digital Identity Services Trust Framework, or under some other 
framework. 
 
If yes please provide documents that show the status of this project and options being 
considered. 
 
We have considered your request under the Official Information Act 1982 (OIA) and can advise as 
fol ows.  
 
While the Council has been informed by other education sector agencies of similar projects progressing 
in this space, there has been no business case developed, and no formal decisions made on the 
possibility of issuing digital ID certificates for the New Zealand teaching profession.   
 
Should the Council decide the procure a digital identity solution, a full procurement process will take 
place in line with the Government Procurement Rules and principles.  Any supplier of a product that 
they feel would add value to the Council’s work is also welcome at any time to provide information on 
their products to the Council.
