Request for Official Information: Funding and Capitalisation of Crown-Owned Settlement Investment
Funds
I refer to your correspondence of 5 August 2025 requesting the following under the Official Information
Act 1982 (OIA):
1.
Total Crown Funding:
a.
What is the total value of all capital allocated by the Crown to Ngāpuhi Investment Fund
Limited (Tupu Tonu) since its inception?
b.
Please provide a list of the names of any other Crown-owned entities or funds with a similar
mandate to acquire assets for future Treaty settlements, and the total value of all capital
allocated by the Crown to each of these entities since their inception.
2.
Funding Timeline and Governance:
a.
For Tupu Tonu and each entity identified in question 1(b), please provide a year-by-year
breakdown of when Crown capital was allocated or transferred to the fund.
b.
Please specify for each allocation which government (e.g., the Sixth Labour Government, the
Sixth National Government) was in power at the time the decision to allocate the funds was
made.
3.
Source of Funds: For the total capital identified in question 1, please provide a breakdown of its
source from the Crown's perspective. For example:
a.
What amount or percentage was funded from general taxation or a specific Vote
appropriation?
b.
What amount or percentage was funded through government borrowing (i.e., added to the
national debt)?
4.
Approval Process: Please provide copies of any final reports, briefing notes, or policy documents
that outline the process for approving the budgets and capital allocations for these funds. This
should include information on the roles that Ministers, the Treasury, or other agencies play in
approving their funding.
The OIA requires that we advise you of our decision on your request no later than 20 working days after
the day we received your request. Unfortunately, it will not be possible to meet that time limit and we
are therefore writing to notify you of an extension of the time to make our decision under section 15A of
the OIA, to 26 September 2025.

This extension is necessary because your request requires a search through a large quantity of information
and meeting the original time limit would unreasonably interfere with our operations.
Under section 14 we have transferred part 3 of your request to the Treasury. Part of the information to
which your request relates,

This aspect of your request is more closely connected with the functions of the Treasury.
You will hear further from the Treasury regarding that part of your request in due course.
In the meantime, Te Tari Whakatau will continue to work on a response to the rest of your request and
will respond within the statutory timeframe.
