On 25 July 2025 Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (the
Ministry) received your request for the following information under the Official Information Act 1982:
As per the [Manatū Wahine – Ministry for Women] stocktake, there are currently 2 boards with
a total of 14 ministerial appointed members. Could you please provide the following
information:
•
The name of each board.
•
The terms of reference for each board and it's pay rate.
•
Are there any boards where member terms have expired this year? If so, please provide
the name of the board(s) and the number of members whose terms have expired.
By way of context, the Ministry monitors two Crown entities:
1.
Kāinga Ora – Homes and Communities: Kāinga Ora owns and manages Crown’s portfolio
of public housing with the primary objective of being a good social landlord.
2.
Tamaki Redevelopment Company Limited: The Company is a joint venture between the
Crown and Auckland Council and was established to manage the urban regeneration
programme in the East Auckland suburbs of Glen Innes, Point England and Panmure.
Each of these Crown entities has a board to provide governance and oversight, set priorities,
manage risk, and maintain key stakeholder relationships.

Terms of Reference
The Kāinga Ora Board was established under the Kāinga Ora – Homes and Communities Act
2019. You can find information on the Board under sections 10 and 11 of this Act, at:

under sections 25-26, and 28-78. This Act is available at:

reference under section 18(d) of the Official Information Act, as this information is publicly
available.
Pay rate
The current remuneration for Kāinga Ora board members is $49,000 per annum.

No board members’ terms have expired during 2025.
