I refer to your request under the Local Government Official Information and Meetings Act 1987 (the
Act) of 23 July 2025 for information regarding the type of business the Council is and whether it
has public liability insurance. In accordance with Section 13 of the Act, we can advise as follows:
In accordance with Section 13 of the Act, we can advise that the Waimakariri District Council is not
a business; it is a local authority established by the New Zealand Parliament, with its roles and
powers defined in the Local Government Act 2002. The Council is a territorial council responsible
for a wide range of local services, including but not limited to roads, water reticulation, sewerage
and refuse collection, libraries, parks, recreation services, local regulations, community and
economic development, and town planning.
As a territorial council, the Council holds appropriate public liability insurance for the protection
against legal liability in connection with the business and arising from occurrences resulting in
personal injury or property damage occurring within its territorial limits.
