Dear Theresa
Response to your request for information
Thank you for your request under the Official Information Act 1982 (the Act) on 22 July 2025
to the Minister of Health, Hon Simeon Brown. The Minister is focused on putting patients first
and delivering access to timely, quality healthcare for all New Zealanders.
You requested:
"In the parliamentary question 32947 (2025). Hon Dr Ayesha Verrall to the Minister of
Health you advised that following a change process there are 40 staff in Health NZ's
Consumer Engagement & Whanau Voice team.
Could you please confirm what date this change process was, and whether this is the
most recent change process? I understand the Employment Tribunal just ruled on a
change process involving this team.
If there is a more recent change process than the one you referred to, could you
please comment on the change this has had on the numbers in the Consumer
Engagement and Whanau Voice team.
If the numbers in this team are reducing as a result of the most recent change, could
you please advise whether there is any specialist and dedicated Consumer
Engagement and Whanau Voice staff that wil be ensuring the Code of Expectations
is met within Health NZ, and where those staff are located."
This office was advised by Health New Zealand that Consumer Engagement and Whanau
Voice (CEWV) had one employee as at 1 July 2023. The decision document for the Health
New Zealand Simplify to Unify change process was released on 3 October 2023. Following
implementation of the final structure, the number of CEWV staff increased to 46. As at the
date of the Minister of Health’s response to Writ en Parliamentary Question 32947 (2025),
there were 40 CEWV full-time equivalent (FTE) employees within the Planning, Funding and
Outcomes (PFO) business unit.
This office is further advised that Health New Zealand commenced a further change process
with employee consultation opening on 13 December 2024. A final decision document for
PFO was released on 15 May 2025. Since then, Health NZ has advised that it has been
working to implement the new structure for CEWV in Health New Zealand.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
decisions made under this request. The Ombudsman may be contacted by email at:
[email address] or by calling 0800 802 602.
Yours sincerely
Brian Anderton
