Thank you for your request to the Department of Conservation (DOC), received on 18 July
2025, in which you asked for:
Information regarding the Department of Conservation’s report for the Minister of
Conservation Review of the effect of the NZCPS 2010 on RMA decision-making.
On 29 July we contacted you to clarify whether you wished to refine your request, noting both
the large quantity of survey material in scope and that some information sought (specifically
Policy 11 information) was not available. On 31 July you confirmed that you did not require
Policy 11 information if it was not provided by councils in their survey responses, and that you
wished to receive all survey responses from councils, including any responses explaining why
the survey wasn’t completed.
The information you requested is now being released. Our responses to each part of your
request are below.
1. Please provide copies of the completed local government surveys (found in Part 2J) by
the councils who responded to DOC’s request.
Item 1 provides survey responses received from councils that contributed to the review. The
information is being released in the form of an Excel workbook. Each council has two separate
sheets arranged alphabetically. The first contains general feedback on how the NZCPS was
given effect, coastal issues, and effectiveness of the NZCPS. The second has further detail on
councils’ actions giving effect to the NZCPS, with planned completion dates and links to
policies.
The review was released in July 2017, based on survey responses provided in November 2016.
As the responses are nine years old, some information is out of date and may not reflect current
council positions or work programmes. The information should therefore be read as a snapshot
of council perspectives at that time.
2. Please provide any associated documents that said councils attached to the survey,
relating to Policy 11 of the NZCPS (“Protect significant indigenous biodiversity”).

As confirmed in our earlier correspondence, no attachments relating specifically to Policy 11
were located. You advised on 31 July that you did not require further seeking of Policy 11
material if it was not provided in these survey responses.
3. If a council did not complete the survey, but did respond to DOC’s request with some
reason or justification for why they would not complete the survey, then I request a copy
of those responses as well.
I must refuse this part of the request under section 18(e) of the OIA, as no incomplete survey
responses of this kind could be located following reasonable efforts.
4. If any of those responses in (3.) contained attached information about Policy 11, or
indigenous biodiversity, then I would also request that information be sent to me
For the same reason given in response to question 3, I must refuse this part of the request
under section 18(e) of the OIA.
