Request made under the Official Information Act 1982
Thank you for your email of 18 July 2025 requesting the fol owing information under the Official
Information Act 1982 (the Act):
I am writing to ask for information about the new mobile safety camera devices to be operated by
your agency.
Specifical y I would like a copy of the datasheet and MSDS for the equipment and any policies,
procedures, and operation manuals in relation to the device and deployment of the equipment.
A copy of the data sheet for the equipment is found at Attachment 1 – Harmony system specification.
With respect to your request for the Material Safety Data Sheet (MSDS), the mobile safety camera
systems, the vehicles and trailers that have mobile safety cameras systems onboard do not require an
MSDS. I am therefore refusing this part of your request under section 18(e) of the Act as the
requested information does not exist.
However, I can advise vehicles that supply replacement batteries for vehicles with a mobile safety
camera system onboard do require a MSDS. This document is enclosed as Attachment 2 – 50Ah 24V
Vaulta MSDS.
Operating policies and procedures for safety camera systems cover camera system deployment
and operation, operator procedures, and risk management. However, the operating policies and
procedures for the specific safety camera system contain information unique to the camera
system and the camera system provider.
Mobile safety camera services are outsourced by NZ Transport Agency Waka Kotahi (NZTA)
and procured through a competitive tendering process. The current mobile safety camera
contract is due for renewal in December 2029 and is currently valued at approximately $20
million per annum. Releasing the information requested would harm NZTA’s ability to obtain cost
effective mobile camera services in the future and prejudice the commercial position of the
person who supplied this information. This information is therefore being withheld under section
9(2)(b)(i) as the information would disclose a trade secret and section 9(2)(b)(ii) of the Act as the

information would be likely unreasonably to prejudice the commercial position of the person who
supplied it.
Effective enforcement by mobile safety cameras is achieved by taking an ‘anytime anywhere’
approach. This means that, in addition to on-road enforcement by NZ Police, mobile safety
cameras wil be operating on motorways, expressways, state highways, local roads, in both
urban and rural settings.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
withhold some of the information requested and to refuse parts of this request. The contact details for
