Thank you for your email of 16 July 2025 to the Ministry of Business, Innovafion and Employment
(
MBIE) requesfing, under the Official Informafion Act 1982 (the Act), the fol owing informafion:
Today MBIE released a "Draft Fuel Security Plan" for consultafion. I would like to request
the fol owing informafion under the OIA:
* was AI / machine learning / LLM technology used in any way in the producfion of the
Draft Fuel Security Plan? If so, I would like to know how.
The draft Fuel Security Plan was wriften by policy advisors in MBIE’s Gas and Fuel Policy team.
Advisors used evidence from the Fuel Security Study1, previous fuel security reports,
internafional literature (such as Internafional Energy Agency publicafions), as wel as insights
gained from workshops held with other government agencies. Arfificial intel igence (
AI) was not
used to generate policy or evidence, in full or part.
AI was used in the edifing process to refine the language for parts of the draft Fuel Security Plan,
however, few edits suggested by AI were implemented. Simple prompts were used, such as
“make clearer”.
MBIE has approved the licensed version of Microsoft 365 Copilot and Copilot Chat for use at
MBIE. MBIE chose Microsoft Copilot due to the security and privacy features provided by
enterprise data protecfion that other generafive AI tools do not have. Staff are not permifted to
use other AI tools for work purposes, and all use must adhere to internal policies.
