I refer to your request under the Local Government Official Information and Meetings Act 1987 (the
Act) of 11 July 2025 for information about the legal structure of the Council.
In accordance with Section 13 of the Act, we advise that the Waimakariri District Council is neither
a corporation, body corporate, nor a limited liability company. It is one of the 78 local authorities
established by the New Zealand Parliament, with their roles and powers defined in the Local
Government Act 2002. The Act empowers local authorities to facilitate democratic local decision-
making on behalf of communities and promote the social, economic, environmental, and cultural
well-being of these communities. The Waimakariri District Council is a territorial council responsible
for a wide range of local services, including but not limited to roads, water reticulation, sewerage
and refuse collection, libraries, parks, recreation services, local regulations, community and
economic development, and town planning.
