I refer to your request for information dated 10 July 2025, which was received by Greater
Wellington Regional Council (Greater Wellington) on 3 September 2025. You have requested
the following:
“For each PTOM unit for Greater Wellington public transport services (bus, train and ferry) for
the year 2024/25, can the GWRC please provide:
1) The patronage data for the unit by month
2) The fare revenue for the unit by month
3) The data that shows the extent to which the unit is subsidised by month
4) The Commerciality Ratio for the unit by month
If this information is held in electronic form, it is preferred that the information is provided in its
complete and original format.”
Greater Wellington’s response follows:
First, we apologise for the delay in responding to your request for information. We changed our
Customer Relationship Management system on 16 June 2025 and have recently become aware
that the new system had been automatically sending some requests for information into a
spam folder which we were unaware of. Your request was one of these. We are currently
working to address this issue in our new system.

financial year 2024-25 relating to questions 1 and 2, as follows:

Greater Wellington has elected to withhold the information requested relating to questions 3
and 4 as follows:
• The data that shows the extent to which the unit is subsidised by month
• The Commerciality Ratio for the unit by month
This information is withheld under section 7(2)(i) of the Local Government Official Information
and Meetings Act 1987 (the Act) on the grounds that withholding the information is necessary
in order to enable any local authority holding the information to carry on, without prejudice or
disadvantage, negotiations (including commercial and industrial negotiations).
Greater Wellington considered the need to withhold the requested information against the
public interest in releasing it. With respect to section 7 of the Act, it is considered the public
interest does not outweigh the need to withhold the information.
The release of this information into the public domain will likely prejudice price responses or
diminish innovative and competitive price responses. As such, Greater Wellington does not
believe it is in the public interest to release such information.
In accordance with our previous response to you on 1 November 2024, for the same information
(covering a different time period) - refer 2024-257, Greater Wellington is providing you with
aggregated totals in Attachment 1 as ‘Expenditure Revenue,’ to partially address questions 3
and 4.
Please note that since 1 May 2025, Metlink harbour ferry services have been in operation under
a gross cost-based contract. Prior to that, the harbour ferry services were operated under a net
contract. Therefore, the harbour ferry fare revenue is provided in this attachment for the months
of May and June 2025.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Act.
Please note that it is our policy to proactively release our responses to official information
