Thank you for your email dated 8 July 2025, to Te Kaunihera o Pōneke | Wellington City
Council (the Council). Your request has been considered under the Local Government Official
Information and Meetings Act 1987 (LGOIMA). You have requested:
• Records for the years Clive Anstey employed or contracted, where their conflict of
interest statements indicate or do not indicate they are members of the Wel ington
Natural Heritage Trust (WNHT) and/or noted any proposed or actual recusals from
activities - especially rural policy advice, design, leading, propagating, or requests
lodged for funding of these and other trusts to which they are trustees/board
members. Please provide this information for as many years as records are available.
The Council holds no records on Mr Anstey as either an employee or contractor for recusal
or declaration for conflicts of interest. This part of your request has been refused under
section 17(e) of the LGOIMA that the document al eged to contain the information
requested does not exist or, despite reasonable efforts to locate it cannot be found.
Mr Anstey was contracted by the District Planning team to provide expert advice on
landscape architecture matters in submissions and hearings on the Proposed District
Plan. The District Planning team has no conflict-of-interest statements. Mr Anstey did
mention that he is a trustee of Long Gully Bush Trust. These records were published at the
time and can be found in Mr Anstey’s
evidence in chief, rebuttal and
right of reply responses
for hearing stream 8 for the Proposed District Plan.
