Thank you for your Official Information Act 1982 (OIA) request received 4 July 2025, in
which you asked about infringement notices issued for speeding. I have answered each
part of your request below.
1. How many speeding tickets have been issued in both the Papakura and Franklin
Local Board areas of Auckland before and after 30 June, 2020.
Please note that Police records data by Police station boundaries and therefore, the
relevant Police stations have been combined to make up the approximate Papakura and
Franklin Local Board Areas.
I refer you to Table 1 below for a breakdown of speeding infringement notices issued in
each station boundary in the five years before and after 30 June 2020.
Table 1: Number of speeding offence infringements issued within the Papakura and
Franklin regions, between July 2015 - June 2020, and July 2020 - June 2025.

2. How many speeding tickets have been issued on Hingaia Road, Karaka between
Hinau and Roseneath roads before and after 30 June, 2020.
Because infringement notices only record one road name Police is not able to isolate the
infringements issued on a specific section of a given road. This part of your request is
therefore refused under section 18(g) of the OIA as the information is not held by Police.
However, please refer to Table 2, which shows the total number of infringement notices
issued on Hingaia Road in the five years before and after 30 June 2020.

Please note this reply contains provisional data which is drawn from a dynamic
operational database and is subject to change as new information is recorded or recoded.
The increase in camera-issued notices reflects an expansion of the camera network that
took place over the 10-year period. In 2017, new speed cameras were instal ed across
Counties Manukau with further cameras instal ed in 2023. Police publishes the number of
notices issued by each speed camera on its website: https://www.police.govt.nz/about-
us/publication/road-policing-driver-offence-data-january-2009-march-2025
Please note as of 1 July 2025, the responsibility for operating traffic safety cameras
transferred from Police to the NZ Transport Agency.
The uplift in officer recorded speed enforcement activity reflects a deliberate and
sustained focus on addressing unsafe speeds, which remain a leading contributor to
death and serious injury on our roads.
Police remains committed to reducing road trauma through targeted enforcement and
education. Our enforcement efforts wil continue to focus on the key behaviours that
contribute to serious crashes: speed, impairment, distraction, and restraint use.
