Some of the “complex” recommendations have particular design complexities

We note that many of the “complex” recommendations are more complex to
design and implement. For example, some of the Panel’s proposed changes
to MMP relate to entrenched provisions, meaning they can only be repealed
or amended with support from 75 percent of Members of the House or after
a successful referendum.
Changes to MMP (Chapter 4)
•
Changes to the ratio of electorate seats, decreasing the threshold to 3.5% and
removing the ‘coat-tail provisions’; and
•
Entrenching the method for the allocation of seats in parliament and the party vote
threshold.
Ministry comment:
These recommendations are similar to those made by the Electoral Commission in its 2012
Review of MMP.
We can provide further advice on the implications of introducing more entrenched provisions
into the Electoral Act, if required.
