Thank you for your email
of 26 August 2025 requesting the following information further to your
previous request [OIA-18722 refers] under the Official Information Act 1982 (the Act):
Further to your responses to #2 and #3, could you please clarify:
- For the 10 asset management systems vendors identified at the outset of the programme, how
many had active customer bases that related to AMDS and the wider transport sector?
- Outside (and not restricted to) the procurement process run by NZTA to identify
vendors/suppliers who could offer services to Road Controlling Authorities (RCAs), what vendors
did the AMDS programme / NZTA enter into procurement or contract activities with? Please
provide details of services provided, approximate spend to date and procurement activities
undertaken.
I have addressed each part of your request in turn below.
For the 10 asset management systems vendors identified at the outset of the programme, how
many had active customer bases that related to AMDS and the wider transport sector?
For context, the scan of the asset management market was conducted in 2020. At that time, NZ
Transport Agency Waka Kotahi (NZTA) identified 10 asset management system vendors operating
within the New Zealand transport sector. However, NZTA does not hold specific information regarding
the active customer bases of these vendors in relation to the Asset Management Data Standard
(AMDS) or the wider transport sector.
NZTA has limited visibility into the asset software products procured by Road Controlling Authorities
(RCAs) and suppliers. These products vary in the components they support across the asset
management lifecycle. Some vendors wil have undertaken development to align with the standard,
and we have also worked with suppliers who have configured asset systems to enable the capture of
asset data in alignment with the standard.

From a programme perspective, the emphasis has been on ensuring data quality and alignment with
AMDS, rather than on the systems themselves.
As such, this part of your request is refused under section 18(g)(i) as the information requested is not
held by NZTA, nor is there reason for believing it is held by another government department.
