Request made under the Official Information Act 1982
Thank you for your email
of 25 June 2025 requesting information under the Official Information Act
1982 (the Act) regarding the Asset Management Data Standard (AMDS) programme. I wil answer
each part of your request in turn.
1. Did NZTA identify any successful implementations of data standards (for transport
infrastructure assets) outside of New Zealand, and did that influence the Case for
Change outlined in the business case?
NZ Transport Agency Waka Kotahi (NZTA) reviewed numerous standards international y and actively
participate in Austroads. There are several standards that have been partially implemented; but we did
not identify any that would successfully meet the NZ requirements for transport asset management.
There are many examples of international standards that facilitate engineering, communications and
business transactions bringing benefits including International System of Units (SI) measurement
standards, product and material standards, communication transmittal, content and format protocols

2. At the outset of the programme, how many asset management systems vendors did
NZTA identify as having active customer bases in New Zealand?
NZTA did initially survey the market in relation to Asset Management system and identified 10
vendors. The AMDS is product agnostic.
3. Re the capabilities identified in table 18 ‘Required Services’. What contracts were
entered into by NZTA, what are the values / total spend of those contracts, and what
procurement activities were undertaken by NZTA to select providers for those
contracts?
NZTA went to market to identify vendors/suppliers who could offer services to Road Controlling
Authorities (RCAs) to support their implementation of the AMDS.

NZTA did not enter into procurement or contract activities with those vendors, this information was to
share with RCAs to enable them to undertake those activities.
4. When does the programme expect that financial benefits (outlined in the 'Preferred
Option' section of the business case) wil be measurable? Has the estimated value of
these financial benefits been revised since the business case was published?
The net benefits are forecast to become positive for the programme in June 2027.
A benefits realisation plan has been developed; however, we are monitoring the non-monetary
benefits at this stage. Adoption of the standard has allowed a standard approach to be taken for al 20
state highway contract areas and has supported the Road Efficiency Group contracting supply of road
condition data in a standard format for all RCAs over 2024 and 2025.
In line with NZTA policy, this response wil soon be published on our website, with personal
