Thank you for your fol ow up email of 22 July 2025 following our response to OIA-18764. I apologise 
for the delay in replying to you. 
 
The format and volume of reporting depends on the scale of the incident, and NZ Transport Agency 
Waka Kotahi (NZTA) maintains extensive documentation across multiple formats and systems. For 
environmental incidents these may include: 
•  Operational reporting as events unfold and Response and Recovery actions take place. 
•  Regional reporting from operational teams to regional and national leadership groups. 
•  Consolidated national reporting to executive leadership teams. 
•  Board reporting aligned with NZTA board meetings. 
  
In the case of North Island Weather Events (NIWE), the complexity and scale of the events, spanning 
multiple regions and overlapping weather systems, meant that reporting was distributed across 
numerous operational and emergency response streams. These were regularly reviewed by our 
Executive Leadership Team and reported to the NZTA Board through structured updates and financial 
oversight mechanisms. 
  
We appreciate your interest in understanding how lessons are learned and shared. NZTA is committed 
to learning from past experiences to improve its approach to incident and emergency management. 
This commitment includes looking at learnings from other reviews, including national level system wide 
reviews, where there are clear opportunities presented, as wel  as reviews carried out focused on 
NZTA responses and exercises. NZTA’s approach to continuous improvement is set out in the 
Lessons Management Guide, which is based on New Zealand and Australia’s lessons management 
framework. 
 
Multiple lessons learnt reports have been produced by NZTA and other organisations fol owing 
environmental incidents over the past five years.
