RE: Recovery Office Spending on Sustainability Consultants and Procurement
of House Relocation Contractors.
Thank you for your official information request which we received on 17 June 2025. The
specific details of your request and our response is below:
I am writing to request the following information under the Local Government Official
Information and Meetings Act 1987 (LGOIMA), specifically in relation to the Auckland
Council Recovery Office.
1. Spending on Sustainability Consultants
Please provide details of any spending by the Recovery Office on sustainability
consultants over the past three years. I would also like to understand which decisions,
actions, or outcomes have directly resulted from this consultancy work. If available,
please include:
a. The names of the consulting firms and staff engaged
- Rocat Consultants, Michael Leroy-Dyson – Recovery Clearance Advisor
- EMENZ Consultants, Claude Dewerse – Materials Recovery Advisor
b. The scope of each engagement
The scope is identical for each advisor and includes:
- Develop and implement the Resource Recovery Schedule for each individual
property
- Provide independent advice to project managers on potential removal
methodologies and site clearances
- Support project managers to integrate sustainability outcomes into project plans for
implementation by contractors
- Track the clearance of properties and return of materials
- Liaise with receivers of relocated homes/materials

to complete data from the first 40 properties cleared.

2. Procurement of House Relocation Contractors
Has the Recovery Office undertaken a formal selection or procurement process for
house relocation contractors?
These contractors are engaged as sub-contractors to the deconstruction
contractors.
I understand that demolition-related work under the Recovery Office typically falls
within the scope of the Council’s Demolition Panel. Accordingly, I would like to know:
Whether the procurement or selection process for house relocation contractors
followed similar standards to those applied to the Demolition Panel
House relocators are sub-contracted to the deconstruction contractors, but must
still meet the usual standard that is required of all council suppliers. The main
contractors manage, and have accountability for, the delivery by sub-contractors.
Whether house relocation contractors are subject to any pre-qualification or panel-
based approval
House relocation companies are vetted and approved by the panel members and
the project team prior to any works carried out.
What criteria were used to select or approve contractors engaged for house relocations
Some of the criteria used to approve house relocation contractors includes health
and safety, insurance certificates, house permits, detailed methodology and good
technical capability, relevant experience, a track record of quality delivery, and
competitive pricing.

For context, I understand that several established demolition companies were not
included on the Demolition Panel following a rigorous procurement process, and I am
seeking to understand whether equivalent scrutiny applies to those engaged for house
relocation work under the Recovery Office’s oversight.
