Thank you for your email of 13 June 2025 to Te Kaunihera o Pōneke | Wellington City Council (the Council)
requesting the following information:

Could you please advise the usage assumptions in the business case for the above cycle rack, and
what measurement against those assumptions has been reported since the rack's completion.
Your request has been considered under the Local Government Official Information and Meetings Act 1987
(LGOIMA).
The Council’s business case for the Shell Lane (the Terrace) cycle rack does not contain information about
rack usage and the measurement used against those assumptions. The driver for this project was a lack of
cycle parking facilities on and around the Terrace where the more commonly used hoop style cycle parking
is harder to accommodate due to footpath widths. This part of your request has been refused under section
17(g)(i) of the LGOIMA that the information requested is not held by the local authority and the person
dealing with the request has no grounds for believing that the information is either held by another local
authority or a department or Minister of the Crown or organisation.
The Council does not keep track of where people park their bikes or for how long. The Council did however
undertake a snapshot survey of the of the Shell Lane cycle rack in March 2025. See below for the maximum
observed daily occupancy rate seen (surveys were undertaken every 2 hours during the day):
