On 12 June 2025, you submitted a request to Health New Zealand | Te Whatu Ora (Health NZ)
seeking the following information:
In a press release this morning the Minister of Health announced that Te Whatu Ora "is
partnering with private hospitals to expand surgical capacity across the country. The plan
aims to deliver over 10,579 additional elective procedures by the end of June – a target
now well within reach, with 9,696 procedures completed by the week ending 11 May. Of
those, 8,631 were delivered through outsourcing."
Please provided the following information with respect to additional elective procedures
completed by the week ending 11 May:
1. For each private hospital involved the number and type of these additional elective
procedures provided.
2. For each private hospital the total amount paid for these additional elective procedures
provided.
3. For each type of elective procedure included in these additional elective procedures,
provide the waiting list by former health board areas (or current equivalent) as it was on
1 January 2025 and on 12 May 2025.
I understand you were not happy with our decision under the Official Information Act
(OIA) of 17 July 2025 to withhold information in scope of parts one and two of your
request and that you subsequently made a complaint to the Ombudsman. Health NZ has
since reconsidered the release of the information in scope of these parts of your request.
Response
Due to the passage of time Health NZ is now able to release further information.
For each private hospital involved the number and type of these additional elective
procedures provided.

Appendix 1. Please note:
• Procedures are not broken down by additional vs normal delivery within our data systems.
However, the counting metric for additionality was specific to the boost period at a total volume
of 10,579 expectation set for the period of 17 February 2025 to 30 June 2025.
• This information is operational and is adjusted as data cleansing has occurred since this period
of time. Therefore, based on information available 13 April 2026, operational data has been
extracted for the period of 1 January 2025 to 12 May 2025. This is data which has not
undergone the validation process that we use for published data. We recommend that caveats
are consistently used, underscoring that the data is provisional, not validated through a formal
validation process, and could be subject to change.
• Blank cells represent specialty areas that the provider does not cover or is not contracted to
deliver.
For each private hospital the total amount paid for these additional elective procedures
provided.
Table 1, below, outlines payments to private hospitals for services in financial year 2024/25. A
breakdown by provider is withheld under section 9(2)(j) of the OIA to enable Health NZ to carry out
without prejudice or disadvantage, commercial activities or negotiations. We have considered the
countervailing public interest in the release of this information. However, it does not outweigh the
need to withhold.
This information cannot be disaggregated by district and facility without considerable work to
analyse each invoice. The invoices are approved by each district, and the detailed procedure is not
recorded. Please note the invoice paid may include procedures provided outside of the month
recorded.
