Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of 
Health – Manatū Hauora (the Ministry) on 1 June 2025. You requested: 
 
A copy of the current National Mass Fatality Framework. 
 
New Zealand Police are the lead agency responsible for the National Mass Fatalities 
Framework. Health plays a supporting role for managing mass fatalities (caused by event types 
other than a pandemic) and assisting the disaster victim identification process led by the New 
Zealand Police. New Zealand Police can be contacted at: [email address].  
 
The Ministry of Health leads the National Health Emergency Plan: Mass Casualty Action Plan 
(the Plan). The Plan provides strategic direction and co-ordination to the health sector in the 
event of an incident resulting in a large number of casualties. The current version of the Plan 
can be found here: National Health Emergency Plan 2015.
