Thank you for your request of 31 May 2025, to Fire and Emergency New Zealand requesting the
fol owing information under the Official Information Act 1982 (OIA):

The NEMA Catastrophic Event handbook notes in Table 14 that FENZ holds agreements
with commercial providers for the provision of earthmoving equipment and demolition
equipment/crew. I would like to seek the following information in relation to this:

A list of the types of equipment that FENZ could request through these agreements.

A list of the agreements FENZ holds for such equipment/crew.
I understand these may be operationally or commercially sensitive documents, so if any
information is deemed not to be exempt from release, I ask this be redacted as opposed to
the documents being withheld in full, if possible.
We can advise that Fire and Emergency do not currently hold any national-level agreements with
commercial providers for earthmoving or demolition equipment or crew. There may be some
regional y held arrangements that would be maintained through local resource registers or
response plans, but these are not nationally coordinated or formally documented at an
organisational level. Establishing a consistent national approach is recognised as a significant piece
of work, and one we intend to progress as time and resourcing al ow.
However, as it currently stands, we are refusing your request under section 18(e) of the OIA, as
the document alleged to contain the information requested does not exist.
Also, please note that Table 14 of the NEMA Catastrophic Event handbook (CATPLAN guidebook)
refers to
possible sources which reflects intent rather than existing agreements. This is the first
iteration of the CATPLAN guidebook, and we expect ongoing refinement and development as the
framework matures.
