Terms of Reference
The KiwiRail and Christchurch City Council Project Control Group (PCG) will act as two-party
collaborative working group to ensure that the Christchurch City Councils Programme of works
involving Rail is designed, planned and delivered in accordance with the Land Transport Act 1998 and
the Railways Act 2005 and their accompanying regulations.
The PCG will:
• Jointly develop programs of work for each project
• Strive to deliver to planned timeframes.
• Record and track progress through the programme
• Design to the required Road and Railway Standards
• Agree technical and quality outcomes with appropriate members of each organization
• Manage the production of agreed deliverables.
• Escalate issues to designated senior management members when agreements are unable
to be reached on either scope, design, cost and delivery of the works.
• Hold regular meetings and share information in a timely manner.
• Document all meeting minutes with actions and distribute within a reasonable time frame.
• Be responsible for and document change control.
• Identify and obtain any support and advice required for the management, planning and control
of the programme.
• To act in good faith and be transparent.

C CCC updates- Council ors discussions / Feelings / Themes / Risks & Issues:
Upcoming Local Government elections for CCC in October this year. Expect high political
attention around Parkers/Gilberthorpes, Scruttons Rd, Radcliffe Rd, & Halswell Junction Road.
Kiwirail confirm high interest in Scruttons from media and politicians. All information prepared
and accessible if needed.
Discussion regarding Radcliffe. Note community interest for progress. Still awaiting resolution.
Note with KR confirmation that Thompsons unlikely to be accepted, and subsequent removal
from the CCC programme, meaning resources have been diverted.
Parker/Gilberthorpes – Small amount of public and councillor interest.
Annex Road – Currently low interest. Note surrounding area commercial with few residents.
DH notes Councils nationally are reporting cycleways/active transport modes not active in
current Governments focus. Queried impact on CCC/perspective.
JB confirmed most CCC cycleways are either complete or in progress. Al central government
funding agreements set up prior. Discussed potential to descope funding agreements due to
changing priorities. EN raised contractual agreements to apply funds. Variations to previous
agreements may be required.
D KR Updates - Staffing & Recruitment / Pipeline management / Pinch points & forward
demand that may affect CCC delivery:
Kiwirail Programme Director of the Project Delivery Group resignation. DH acting currently.
NZTA note Simon’s resignation is a loss of previous extensive knowledge on Level Crossings.
DH looking to set up a LC team.
Kiwrail Regional Manager position currently vacant as Gary has accepted a national role. To be
appointed.

Request from BH for CCC contact regarding Specific Level Crossings.
ACTION: JB to provide
Gemma Dioni’s contact details.
Radcliffe Road crossing looking to accelerate due to KiwiRail works. Discussed potential for a
Harewood style approach. CCC in process for additional funding, better understanding of KR
prioritization sought.
DH requested clarity on requirements for level crossing with changes. Preference for parallel
processes for efficiency. Note rising cost concerns for Level Crossings.

Kiwirail trying to re-enliven the Level Crossing RCA forum. Note CCC not part of original
subgroup, possible future involvement. Clarifying more guidance. Feedback to ensure the
terms of reference are not just a KiwiRail document but a general transport document, to
provide greater use for roading authorities.
BH raised importance for CCC to ensure they have LCSIA, minimum scope. Good practice to
ensure all Councils have the latest LCSIA. Advised early engagement with KiwiRail where CCC
think works may impact on the level crossing.
DH Confirmed – queried requirement of LCSIA dependent on CCC requirement for LCSIA.
Requested confirmation on types of work which trigger requirement. Requested clarification
on opportune vs mandatory works.
SO requested confirmation on who would cover costs of LCSA surfacing up to Level Crossing.
BH confirmed case by case dependent on Level crossing agreement. Note, not all level
agreements 50/50.
DH requested when LCSIA necessary vs update. JB notes not financially viable for all work.
DH raised initiative property team updating grant agreements. Note current staff illness to
discuss further with LE & JB once staff back regarding impact on Christchurch.

G CCC - Halswel Junction Road Project Update:
No substantial update.
KiwiRail to formally give dates and working to stay within the confirmed budget. Working
towards achieving this mid-May.
Tomas to provide information to CCC so comms can be prepared and issued.
H Southern Express (Parker/Gilberthorpes):
No current works at Parker St level crossing.
DH noted opportunities from Scruttons may flow onto Parker.
BH raised Parker Rd currently have a DSR as there is a twist fault. 2 levels of twist required for
SG &
speed restrictions.

BH and SG teams to advise date when fix required and what they can plan. BH to provide to
SG’s teams to investigate parallel process.
I Heathcote / Scruttons:
DH & LE previously discussed review of small-scale improvements.
JB and SG working on some markings and pavement works. Design team working on potential
scope. JB will chase and attempt to get done this month.

DH raised 5 meters of track protection. Requested confirmation whether KiwiRail specifically
needed to action.

JB confirmed CCC will get back to KW with scope and discussion regarding ownership.

Notes easier if KiwiRail owns scope of the vegetation removal of the south- eastern side level
of the crossing which is private property, KiwiRail more power to own. Signage, lighting will be
easier for CCC to action due to roading position, easier for CCC to manage.
Small scale work and large-scale work, DH notes more work is needed. Will work with the
team to give some options.
Discussion regarding compliance vs affordability. Preference for advisement of affordable
options. Note that most affordable viable product may require more maintenance but could
provide cost share or further CCC responsibility.
Putting options forward that that will be more affordable but will require more maintenance,
hoping to be in touch in March once scope reviewed.
DH met with Cllr Templeton. Councillor raised separate pedestrian/cyclist resulting in higher
road use. Note that KiwiRail wouldn’t use the road, would become the optional piece.
Request for KiwiRail to engage with JB prior when engaging with Councillors.
For queries, agreement to state that CCC are in discussions with KiwiRail with more clarity
expected mid-year.
KiwiRail - Looking at March for Scruttons, April for Gilberthorpes.
J Annex Rd:
KW not applying any change.
Note implementation of a shared path will be complicated.
KW requests Council does not promote any more traffic.
K Grove Road:
On hold
L Northern Line:
3 Level crossing will be enlivened by end of June. Traffic lights will be connected in May. Trying
to bring it forward and Sawyers Arms will be finished in March.
Northern line section between Old Blenheim – Kilmarnock – Riccarton : CCC investigation
potential to move the cycleway due to financial restraints.
M Radcliffe crossings:
As KR looking to do maintenance, CCC will investigate potential to pull funding forward and
push works forward. Potentially do as mini Harewood Road. KR to confirm their timeline.
BH notes plan for renewal in next 3 – 5 years. Will require increased budget to do level
crossing. RCA would be 100% CCC.
Note KR Asset team have inspections that are performed every year. During that process
assess the conditions of assets including building renewal work.
DH raised work required regarding what 100% council means. Note signals and signage are
level crossing. Are they fit for purpose? Regarding condition work, what does that mean for
RCA?

Note a lot going on which requires more thought than just maintenance on the surface. JB
confirmed this will be upgrade CCC want to do.
N Belfast Road level crossing:
JB notes only listed for maintenance in CCC.
BH confirmed KR doesn’t have a financial year yet. Conditional.
Proposing concrete slab to reduce maintenance.
Would be good to do next 3 year.
DH raised 3 different examples with the projects.
O ANY OTHER BUSINESS:
JB raised need to communicate effectively with Councillors when questions are raised.
JB notes DH has been heavily involved in design for Scruttons Road. JB raised preference to
DH
directly pay or as an overhead. DH to get back to Jacob.
JB raised nominating Harewood Road for Local Government awards to celebrate and recognise
the work that Matt and Fraser have done.

DH requested to be included in review. JB to draft and get reviewed by internal comms.
DH talked about what good looks like. SG was going to talk to Fraser who spoke with Matt. SG
had the discussion and produced memo to provide respective teams in future. Should be joint
action between KiwiRail and CCC. JB & SG.

P Lyttelton Tunnel
Works being carried out by the 3 waters team. Clean water feed goes through the tunnel and
needs replacing. May have another option.
DE requested whether KiwiRail had anything in their books for increasing capacity in-between
Lyttleton and inland port coastal. Note Brougham is important part on agenda, and RLTP
aspiration to double rail by 2034. Doubling up rail and increase rail and inland port. Requested
whether conversation was being had about traffic impacts.
BH confirmed increase would be dependent on the budget. Michael and Chris Port will be the
KiwiRail lead contact for this.
KW confirmed they will have meeting with asset mgr.
Note there is a Greater Christchurch; CCC, Waimake, Selwyn and Ecan transport committee.

JB to confirm the name.
JB confirmed that he only wants to know of KiwiRail jobs if they impact Transport CCC. Note 3
Waters may have impacts that Transport don’t have.
BH acknowledged previous good comms with Steve Guy. Note Comms have improved but
hope to improve each year.

CCC - Halswel Junction Road Project Update:
This might relate to the escape/emergency gate that when opened didn’t have a footpath.
It also encroaches onto private property. This might require changes.

Any other business:
Elizabeth would like KiwiRail to provide CCC with some guidance as to where KiwiRail gets
it authority for the imposition of these standards from, as it isn’t legislative. This might be
as simple as renegotiating the Deed. Action: Arrange a meeting between the
Property/Commercial Lawyers of both parties to work together to ensure both parties are
relying on the same authority and legislation (late October).
