Hi Natasha,
In light of recent discussions at the management level between KiwiRail and Christchurch
City Council regarding the scope of projects more broadly, I have been advised to put the
signals design for Parker St on hold.
1. Background
Christchurch City Council (CCC) is planning to improve accessibility for pedestrians and
cyclists in the Hornby area by constructing the planned South Express cycleway. The
proposal includes providing a cycleway running along the northern side Parker Street. The
scope of the safety upgrades at Parker St is based on KiwiRail standards. KiwiRail have
identified necessary works related to the formation and track infrastructure to ensure
compliance with safety and operational standards.
While the project remains a priority, we are currently reviewing the scope of this and other
level crossing projects. As part of this review, the signals design has been temporarily
placed on hold while we consider the best approach going forward.
2. 2. Current Project Scope
The current scope for the Parker St Level Crossing project includes:
Installation of an Edilon concrete slab road crossing
Pedestrian crossings on either side of the level crossing with actively controlled
gates
Implementation of an axle counter-based signalling system.
Installation of two new signals location boxes and ducting.
Upgraded signage and accessibility features, including tactile paving.
Formation, Track and sleeper works
We appreciate Christchurch City Councils’s ongoing collaboration on this project and will
provide further updates as discussions progress.
