Thank you for your email on 28 May 2025, asking Health New Zealand | Te Whatu Ora for the
following under the Of icial Information Act 1982 (the OIA):
In the recent announcement about Nelson Hospital upgrades, reference in made to
'modular transportable 28 to 32 bed inpatient units'.
These modular transportable units appear to be a recent development on the part of Te
Whatu Ora. I am interested in knowing more about them.
Please provide
- plans and cross sections for a modular transportable unit, with exterior dimensions and
construction materials shown,
- if more than one of these modular units wil be used at Nelson, a plan showing how the
units wil be spatially arranged on the site,
- all reports and briefings in the last year to senior Te Whatu Ora managers and/or to Mr
Levy and/or to the Minister of Health on the design, development and capability of the
modular units.
Response
Health NZ can confirm that procurement for these modular units is currently progressing. As the
procurement process is in the early stages and stil active your request for information is refused
under the following sections of the OIA:
• 9(2)(j) to enable Health NZ to carry on negotiations without prejudice or disadvantage,
• 9(2)(i) to enable to carry out without prejudice or disadvantage commercial activities.
In making the decision to withhold, we have considered the countervailing public interest in
released under section 9(1) of the Act and determined it does not outweigh the need to protect this
interest.
Regarding any plans for the modular units, we decline to respond under section 18(e) of the OIA
as these plans do not yet exist.
