Thank you for your email of 25 May 2025 to Kāinga Ora – Homes and Communities,
requesting the following information under the Official Information Act 1982 (the Act):
Please provide copies of all emails and Teams messages written or received by
the Chief Executive or the General Manager of People, Governance and Capability
discussing proposals that led to the decisions made on the new Executive
Leadership Team announced on 21 May 2025.
In addition, please provide copies of all board papers and ELT papers written since
1 January 2025 that discuss the new ELT structure or the old structure. If
discussion of the ELT structures makes up only part of a paper, please provide the
entire paper.
To clarify, I am requesting information considered before the decision to release
your consultation document on 3 April 2025 and during the consultation period
leading to the announcement on 21 May 2025.
Regarding the first part of your request, we conducted a search based on key words
relevant to your request and can confirm that none were in scope of your request.
Therefore, this part of your request is refused under section 18(g) of the Act as the
information is not held by Kāinga Ora.
There are two documents in scope of part two of your request:
• RRR Project Update to the Kāinga Ora Board – 4 March 2025
• Executive Leadership Team workshop guide – 4 March 2025
These papers contain discussions around the early development of the new structure of
Kāinga Ora, and given these circumstances, I am withholding these documents in full
under the following sections of the Act:
9(2)(a)
to protect the privacy of natural persons
9(2)(ba)(ii)
to protect information which is subject to an obligation of
confidence, where the making available of the information would be
likely otherwise to damage the public interest

9(2)(g)(i)
to maintain the free and frank expression of opinions by or between
employees of a public service agency or organisation in the course
of their duty.
In terms of section 9(1) of the Act, the withholding of information under section 9 is not
outweighed by other considerations that render it desirable to make the information
available in the public interest.
