Your Official Information Act request, reference: GOV-040813 
Thank you for your email of 6 July 2025, asking for the following information under the Official 
Information Act 1982 (the Act): 
 
- All Microsoft Teams and text message content exchanged between Megan Main and Michael 
Frampton between 1 November 2024 and 21 November 2024 inclusive. 
 
- The total number of messages exchanged via both platforms between these two individuals 
over that period. 
 
Our response 
We have not located any Teams messages between Megan Main, Chief Executive, and Michael 
Frampton, Deputy Chief Executive, Service Delivery in this timeframe. 
 
However, we have located text messages in this timeframe, which are attached. 
 
One text message has been withheld in full to maintain the effective conduct of public affairs through 
the free and frank expression of opinions. This decision has been made under section 9(2)(g)(i) of the 
Act. In making this decision, we have considered the public interest in making the information available 
and determined that it does not outweigh the need to maintain the need to protect the interests above.
