Thank you for your email on 26 May 2025, asking Health New Zealand | Te Whatu Ora for the
following under the Official Information Act 1982 (the OIA):
1. A list of all registered GP Practices registered with your DHB / region, including their
practice name and physical address.
2. Number of GPs working at each practice.
3. Number of enrolled patients for each practise.
Please supply this in an XLS/CSV format (not PDF).

Health NZ does not hold information which enables us to identify the number of full time or part
time GPs working in a clinic nor can we identify the number of full time or part time nurses working
in a clinic. Therefore, your request is declined under section 18(g) of the OIA.
Information which is publicly available online regarding GP practices in Canterbury and their
individual regular GPs can be found in the link here:
www.healthpoint.co.nz/gps-accident-urgent-medical-care/gp/canterbury/. We do not release data at contracted provider level (GP enrolment numbers) due to the
commercial sensitivities that surround it. The Primary Health Organisation Services Agreement
(PHOSA) that underpins the payment by Health NZ of capitated funding to Primary Health
Organisations (who pass the funding onto contracted providers) is calculated using a formula
within the PHOSA based on funding per enrolled person.
Most contracted providers are private businesses, and it might be possible to derive revenue
predictions from the commercially sensitive data you are seeking if it were to be released. This in
turn would prejudice providers with the disclosure of sensitive revenue information.
After performing an assessment of this part of your information request including the public interest
in knowing general practice enrolment numbers and the impact of disclosing commercially
sensitive information, if the information were to be disclosed, we are withholding the data sought
under section 9(2)(b)(ii) of the OIA because it would be likely unreasonably to prejudice the
commercial position of the practices in question.
We have considered whether the need to protect this information is outweighed by the
countervailing public interest and have determined that it is not.
