Dear Ms Newton
Thank you for your Official Information Act request received on 21 May 2025 You requested:
“Does WorkSafe expect to be notified of fatal road crashes that occur on official detour
routes where a road closure was planned?
Does WorkSafe expect to be notified of fatal crashes on official detour routes where a road
closure was unplanned, such as following an emergency incident?
Does WorkSafe expect to be notified of fatal crashes on wider detour routes that are not
part of the official signed detour, but are commonly used during planned road closures?
For example, as referenced in the ACE NZ article: New changes for temporary traffic
management – lowest total risk - ACE New Zealand
How many fatal road crashes on road detour routes were notified to WorkSafe during the
2024/25 financial year?”
WorkSafe Notifications New Zealand Police have primary responsibility for investigating road crashes. WorkSafe only has
a role when there is a connection to work.
Any notifiable events arising from work must be reported to WorkSafe as soon as possible. This is
the responsibility of the person conducting a business or undertaking (PCBU). This includes road
crashes where work was a factor. However, not all work-related harm is notifiable. For further
details on what constitutes a notifiable event, please refer to WorkSafe’s website:
What events
need to be notified? | WorkSafe. Upon receiving a notification, WorkSafe will decide whether or not to intervene. For further details
about how WorkSafe decides this, please refer to the
[Our Regulatory Approach] policy.
We have a memorandum of understanding with Police that means if Police become aware of a
notifiable event that may require WorkSafe’s involvement, they will notify WorkSafe. Similarly,
where Police is leading an investigation into a crash involving a commercial vehicle, they will
consult with WorkSafe to ensure all obligations under the Health and Safety at Work Act 2015 are
met.
Fatalities Notified to WorkSafe involving Car Crashes on Detour Routes
No files involving fatalities related to car crashes on Detour routes have been found for the
2024/25 year.
