Official Information Act – Competency Authority
Tēnā koe John
Thank you for your email dated 20 May 2025 requesting information as follows:
I would like to know the current member of Competence Authority and their term of appointment.
Please label them if they are chair, vice-chair or lay member etc.
Their job description and pay rate.
Are you anticipate to call any public expression of interest this year?
A sample of Competence Authority's appointment letter they received when appointed. One recent
example would be sufficient.
Also, I noted "If a case is referred to the Competence Authority, the teacher will be notified and given
an opportunity to provide the panel members with written submissions or appear in person or
represented by a lawyer or other advocate.
Can you please let me know how many cases the Competence Authority has been referred to from
1 Jan 2024 to 1 May 2025.
We have considered these requests under the Official Information Act 1982 and can advise as follows.
Competence Authority
A copy of the current Competence Authority members has been attached to the Council’s response. It
includes annotations for Members of the Profession and Lay Members but not for the positions of chair
and deputy chair. This is because these roles are rotate amongst members.
A copy of the position descriptions for Members of the Profession and Lay Persons of the Competence
Authority has been attached to this response.
The Council pays all Panel Members a daily meeting fee for their services as follows:
Competence Authority Chair daily rate:
$475.00
Chair preparation fee (2 hours for work that take 4 hours):
$237.50
Competence Authority Member daily rate:
$385.00
Member preparation fee (2 hours for work that take 4 hours): $192.50
These rates are inclusive of GST if any.
The Council can also confirm that we are intending to issue expressions of interest for Members of the
Profession and one Lay Person on the Competence Authority in 2025. In addition, the Council is currently
recruiting for two more Lay Person positions via a different process involving the Minister of Education.
A sample of the Competence Authority’s letter of appointment has been attached to this response.
13 cases have been referred to the Competence Authority from 1 January 2024 to 1 May 2025.
You have the right to seek an investigation and review by the Ombudsman of this response. Information
about to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
