I refer to your request under the Local Government Official Information and Meetings Act 1987 (the
Act) of 19 May 2025 for information about the business model the Council operates under.
In accordance with Section 13 of the Act, we can advise that the Waimakariri District Council is
one of the 78 local authorities established by the New Zealand Parliament, with their roles and
powers defined in the Local Government Act 2002. The Act provides local authorities the ability to
enable democratic local decision-making on behalf of communities and to promote communities’
social, economic, environmental, and cultural well-being. The Waimakariri District Council is a
territorial council responsible for a wide range of local services, including but not limited to roads,
water reticulation, sewerage and refuse collection, libraries, parks, recreation services, local
regulations, community and economic development, and town planning.
