Response to your request under the Official Information Act 1982 
 
Thank you for your email to the New Zealand Customs Service (Customs) received on 29 April 2025, 
in which you requested the following information under the Of icial Information Act 1982 (the Act): 
 
“How the egate and Customs record the movement of New Zealand citizens with nationality 
if they use the foregin passports to entry without citizenship endorsement. 
 
For example, a New Zealand citizen also has Australia citizenship. They use their Asutralia 
passport to entry New Zealand. Wil  the system record this person as a New Zealand citizen 
or Australian citizen?” 
 
Customs records passengers as they cross the border based on the passport they use and any visa 
issued  to  them  by Immigration New Zealand. A New Zealand citizen travelling on an Australian 
passport wil  be recorded as an Australian Permanent Resident, not a New Zealand citizen. However, 
New Zealand citizenship is used to confirm a passenger’s entitlement to reside in New Zealand.
