Thank you for your email on 14 May 2025, asking Health New Zealand | Te Whatu Ora (Health NZ)
for the following under the Official Information Act 1982 (the OIA):
1. Can you please advise me of number of contractors that started in last 6 months for the
below groups, contract duration and the costs including contract value as well as other
costs associated with it.
2. Can you mention the agencies used for those contractor services and how much they
got paid in total for those 6 months.

2. Office of the CE/Government Services
3. People and Culture
4. National Public Health Agency
5. Infrastructure
Please include those who have left HNZ already but do fall under the above criteria, i.e.
someone on a month of contract. dates would be helpful.
3. Can you kindly include number of people left the organisation (excluding the contractors)
for the above 5 groups in last 6 months, with way of leaving i.e. resign or redundant.
4. When would the hiring freeze end and when is HNZ expecting to start hiring Permanant
staff instead of contractors.

In response to
Part One and
Two of your request, as advised to you in previous responses
[HNZ00086009 and HNZ00027758 refers], Health NZ does not centrally col ate data in a way that
allows us to respond to this part of your request. The hiring of contractors is managed by individual
teams. Identifying the total cost of contractors engaged by the groups you have requested across
an indeterminate timeframe would involve reviewing each individual contract and manual y
matching this against the financial records.
Health New Zealand would need to divert personnel from their core duties and allocate extra time
to complete this task. The diversion of these resources would impair our ability to carry out our
other core functions. As we are unable to collate a list of contractors that started within the groups
you have mentioned, we are also unable to provide a list of contracting agencies used and how
much they were paid.
As such, these parts of your request are refused under section 18(f) of the OIA due to the
substantial collation and research that would be required to provide a response.
I have considered whether fixing a charge for the supply of the information or extending the
timeframe for response would enable Health New Zealand to respond. I do not consider that either
option would remove the impact that supplying the information would have on our other operations.
We apologise for the delay in our response. We have made several attempts to gather the
necessary data to address these parts of your request. However, despite considerable effort, we
are stil not able to collate the information requested.
In our previous responses to you, we advised that total cost spent on contractors or consultants at
an agency is regularly published through Health NZ’s responses to the standard Annual Review
Questions.

In response to
Part Four of your request, wherever possible, Health NZ endeavours to employ
permanent and fixed term staff into positions within our establishment full-time equivalent baseline
to ensure we can deliver on our priorities and strategic objectives. Health NZ looks to engage a
contingency workforce on a case-by-case basis or by exception only, and primarily in response to
the need for short term specialist expertise that cannot be secured through fixed term employment
opportunities. A hiring freeze is dependent on each team as they work through their respective
change proposals.
