Thank you for your email on 12 May 2025, asking Health New Zealand | Te Whatu Ora for the
following under the Official Information Act 1982 (the OIA):
I am reaching out regarding needs-based staff parking at Wellington Hospital. I understand
that parking allocations are determined by factors such as commute times, shift work
requirements, and other relevant considerations.
However, I have observed that, in addition to the usual Zone A and C parking areas, there
are a number of "Reserved" car parks that do not appear to be available to staff members,
including those who may be pregnant or have disabilities. I would appreciate clarification on
the following points:
1. Could you please outline the criteria for eligibility for a reserved parking space at
Wellington Hospital?
2. Is the allocation of these reserved spaces assessed based on individual needs?
3. Are staff members using these reserved spaces required to pay a premium parking fee?
If so, could you kindly provide details on the associated costs per month?
4. Additionally, I understand that a feasibility study was conducted regarding the
development of a multi-level car park at Wellington Hospital. If possible, could you share
any available information on the outcomes of this study?
Response
In response to your request, I can confirm there are no dedicated car parks in the reserved areas
for Health NZ staff. A staff member’s ability to access carparks on the hospital campus is based on
a set of criteria outlined in
Needs-based staff parking policy dated 1 April 2025 (
attached).

If so, could you kindly provide details on the associated costs per month?
Staff who are pregnant or have a temporary or permanent disability or are experiencing difficulty
commuting to work may apply for a temporary parking permit. If approved, this permit allows
access to any staff parking area on campus (Zone A, Zone C, or Staff Daily) and they will be
charged at the standard daily rate.
There are, however, carparks that are assigned for certain uses, such as bays for staff that work
the afternoon/evening shift, one bay is set aside for emergency access by senior leaders, whilst
some bays may be blocked off on an ad-hoc basis for visiting dignitaries. We can confirm that
there is no premium parking rate for staff that use these bays.
The following table sets out the different types of carparks on campus and the criteria applied to
access to each.

shift, accessible after 10am daily for staff working into hours
of darkness.

121 Restricted to fleet vehicles, ambulance, Police, tenants,
contractors, emergency call back, and other operational
requirements.
For the sake of completeness, we note staff working night shift (normally 11pm start) have access
to park in the underground car park overnight for safety, and there is no cost.
There are also an additional 100 Staff Daily parks available at the old Tip Top factory on Adelaide
Road and 50 Contractor bays on the same site. Standard rates apply.

Multi-storey car park
4. Additionally, I understand that a feasibility study was conducted regarding the
development of a multi-level car park at Wellington Hospital. If possible, could you share
any available information on the outcomes of this study?
You have also asked about the development of a multi-level carpark at Wellington Hospital. Our
approach to managing the physical health estate is now guided by the Health Infrastructure Plan.
The plan details the pipeline of investments in physical infrastructure over the next 10 years and
will provide Health NZ with a consistent approach to how and when we invest in public health
infrastructure across the country based on clinical service planning and equitable healthcare
access.
The issue of how we provision carparking across the health estate including the development of an
1100 space multi-storey carparking building at Wellington Hospital is touched on in the plan. The
