This paper seeks your agreement to the approach and methodology for evaluating, monitoring,
and reporting on the Lost Learning initiatives.
Summary
Official
1.
The Ministry is implementing a package of Lost Learning initiatives that will provide
targeted supports for students whose learning has been disrupted by COVID-19 and
other illnesses throughout 2022. These include:

a.
expanding or restarting existing community-led programmes across the country to
support Māori and Pacific NCEA students;
b.
expanding the cap on Te Kura’s Dual Tuition Summer School by 500 places over
the 2022/23 summer to support students in Years 11–12 who need a small number

of credits to attain NCEA;
c.
Targeted funding for additional teaching and tutoring support for students in years
7-13 who most need opportunities to catch-up on lost learning. Schools will have
the option of receiving funding directly to put their own additional tutoring and
teaching in place, or of using a national panel of tutoring providers to be
established by the Ministry.

We propose providing monthly reports on the progress of the Lost Learning initiatives

through Education Weekly Updates (EWUs).

The first report, in November, will include information on schools’ uptake of funding to
implement their own additional tutoring and teaching programmes (as part of Initiative
C). Data on the uptake of the national panel of tutoring providers will be provided early
in 2023.

Background
1.
On 13 September, Cabinet approved a package of initiatives to support students to
accelerate their learning, with a focus on provision in Term 4 of 2022 and Term 1 of 2023
[METIS 1294796 refers]. These initiatives included:
a.
expanding or restarting existing community-led programmes across the country to
support Māori and Pacific NCEA students ($2.237m);

b.
expanding the cap on Te Kura’s Dual Tuition Summer School by 500 places over
the 2022/23 summer to support students in Years 11–12 who need a small number
of credits to attain NCEA ($0.351m);

Targeted funding for additional teaching and tutoring support for students in years
7-13 who most need opportunities to catch-up on lost learning ($17.413m).

You announced these initiatives on 14 September.

On 21 September, your office asked for information about the proposed approach and
methodology for monitoring and evaluating the Lost Learning initiatives.
Monitoring and reporting timeline
4.
We propose a monthly reporting schedule that will include metrics on uptake for all three

initiatives and key insights into the impact of the additional teaching and tutoring
initiative. We will provide these in the Education Weekly Updates (EWUs).
5.
We consider that a monthly schedule is the right frequency because the information will
not change quickly enough to provide useful data at a more frequent reporting schedule.

The first report will only provide an update on the tutoring initiative as we will not receive
data from the other programmes until November. They will be included in the December

Initiative A – Community-led Māori and Pacific programmes

Initiative B – expanding enrolment in Te Kura’s Dual Tuition Summer School
11. Enrolment in Te Kura Summer School opens on 7 November 2022, and the programme
will run from 19 December 2022 to 10 February 2023. Enrolments are open until 3
February 2023.

12. We have discussed our proposed reporting and monitoring strategy with Te Kura, and
they have agreed to provide the Ministry with the information needed for monthly
monitoring reports.

13. We will provide regular updates on student registration numbers before Summer School
starts, and updates on the level of engagement in the programme as measured by
students accessing learning through Te Kura’s system.

14. We will provide the first update of registration information after registration for Te Kura
Summer School opens on November 7. Our registration updates will include
demographic information about students, such as ethnicity, year level, and region.

15. Students can enrol until close to the end of the Summer School cycle. Past trends
indicate that the majority of students may enrol after they receive their NCEA result
towards the end of January. Te Kura will only be able to confirm total enrolments and
engagement once the programme finishes.
16. We will provide an update of the number of credits that students enrolled in Summer
School have achieved once the programme is completed.
Initiative C – Targeted funding for additional teaching and tutoring support
Information
17. Eligible schools will receive targeted funding for additional teaching and tutoring support
for students in years 7-13. Schools have the option to source additional teaching and
tutoring for their students or to access tutoring for their students via a national panel of
providers.

18. The national tutoring panel tender was released to the market on 10 October. Panel
applications will close in early November and the national tutoring panel will be
announced in early December. We will report on schools’ uptake of the tutoring panel
early in 2023.

19. The early indication is that only a minority of schools will choose to use the national
tutoring panel.
Monthly reporting content

20. We will provide monthly updates in EWU in a dashboard that will include the proportion
of schools and kura that have received their funding allocation and the proportion that
received the additional $1,000 in isolation funding.
21. The information will be split by region and school type and include analysis of uptake
broken down by region and average Equity Index (EQI) score.
22. An example of the dashboard is attached as Annex 1 –

23. Schools will provide student information for their tutoring programmes in their reporting
at the end of Term 4 2022, Term 1 2023 and at the end of Term 2 2023 if they continue
provision of support in Term 2.
24. Once we receive this data from schools, we will update you on the number of students
who have received tutoring.

25. The EWU will also include a section with key insights supplied by Regional Directors.
That will include:
a.
a sense of how the tutoring programmes are going so far;
b.
information on what is working well for schools and kura, as well as positive
trends;
c.
common issues schools or kura are experiencing;

an indication of the common learning gaps schools and kura are focusing on;
e.
an indication of whether the tutoring or other support offered is helping students

Evaluation approach for the additional teaching and tutoring initiative
26. The Ministry has committed to evaluating the implementation and success of the
additional teaching and tutoring initiative. We will need schools to provide us with some
information so we can identify what has worked best, for whom, and under which
circumstances.
27. We have tried to ensure that the reporting burden on schools and kura is kept to the
minimum needed to support a useful evaluation. This is in a context of schools having

considerable flexibility in the ways they use the funding to support their students.
28. We will be drawing on the following information that schools will provide to the Ministry
at the end of each term of provision:
a.
the National Student numbers (NSN) of the ākonga who were offered the
support;

what the support was (categories will be provided);
c.
the NSN of the ākonga who received the support;
the
d.
how much support they received (e.g., how many sessions they participated in).
29. We will provide the first update with student information early in 2023.
30. Once the additional tutoring and teaching support concludes, the Ministry will be able to

provide a longer and more detailed evaluation report later in 2023. This evaluation will
focus on qualitative data that the Ministry will gather by various methods, including
interviews, questionnaires or surveys, linking data with administrative data, and linking
with progress and achievement data available from NCEA and potentially also through
e-asTTle.
Evaluation of the community-led Māori and Pacific programmes
31. There will be separate evaluations of the community-led Māori and Pacific programmes.
The evaluation for the community-led Māori programme wil be completed in March 2023

and the final report for the community-led Pacific programmes will be completed by July
2023. We will provide your office with these reports at that time.

Risks
32. There is a risk that schools and programmes do not provide all the information
requested, or that it is not correct. Ministry regional Education Advisers will follow up
with schools if there are concerns about the completeness of their reporting. We do not
intend to enforce reporting in other ways, such as clawing back or withholding funding.
33. To undertake the qualitative aspects of the evaluation we will be relying on schools’
willingness to participate. We will approach a sample of schools, so we get coverage of
the experiences of different types of schools in different parts of the country, without 1982
being too intrusive. If schools are unwilling, our sample will provide a similar alternative
school to approach.
