Thank you for your Official Information Act 1982 (OIA) request of 11 May 2025.
My response to each part of your request can be found below.
1.
The number of, and nature of, any contracts or engagements between NZ Police and
Vicki Campbel or Equilibrium Legal from June 2023 to June 2024.
Ms Campbel had three engagements with Police through her company Equilibrium Legal,
twice as an employment investigator, and once as a mediator.

Any declarations of conflict of interest made by Vicki Campbell in relation to her role
as arbitrator in the recently concluded sworn officer pay negotiations
The question of conflict of interest was discussed between Police, the Police Association,
and Ms Campbel . The parties were satisfied that there was no conflict of interest in
engaging Ms Campbel , who is a barrister and solicitor of the High Court and is bound by
the Rules of Professional Conduct and Client Care.

Records of communication between NZ Police and Vicki Campbel in relation or
Equilibrium Legal regarding her appointment as arbitrator for those negotiations
Police engaged Ms Campbell consistent with Police’s commercial terms and conditions.
Attached is a copy of this letter dated 18 December 2023.
The details of the commercial terms and conditions are withheld under section 9(2)(a) of
the OIA, to protect the privacy of natural persons; and section 9(2)(j) of the OIA, to enable
any public service agency or organisation holding the information to carry out, without
prejudice or disadvantage, negotiations including commercial negotiations.
Police considers the interests requiring protection by withholding the information are not
outweighed by any public interest in release of the information.
