Thank you for your email of 9 May 2025 to Te Kaunihera o Pōneke | Wel ington City Council (the
Council) requesting the following information:

Several years ago, give way signs and lane markings were changed at the Hawtrey Terrace
and Clifford Road intersection, and were temporarily moved (where vehicles on Hawtrey Tce)
initial y gave way, to vehicles on Clifford Road had to give way. This was reverted back after a
short time frame.
Please provide the reason for the initial change and for why it was reverted back, as well as
the cost of this change, and any correspondence (internal and external) regarding this.
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
The road markings were changed in the first instance in error; after being incorrectly logged in the
maintenance system we used at time. The cost of the original marking changes was $88.09.
In 2020, between 30 June and 14 July, the Council consulted with the public on a traffic resolution
(TR105-20) to change the priority control from Hawtrey to Clif ord Street. The reason for the proposed
changes to the Give Way priority was to improve sightlines for a new bus route turning right into
Hawtrey Street. However, the feedback received in the consultation stage indicated that the majority
of residents of the road did not want the changes to occur, which resulted in Council officers deferring
the plan.
Without TR105-20 being presented to, and approved by Council, the markings installed in error in
June 2023 were not legally enforceable and potential y confusing. Once the error of the instal ation of
these markings came to our attention, the outcome was to remove the lines and keep the layout of the
road as it was. Our contractors did not charge the Council for the removal.

Resolutions. These are the only documents that have been located regarding the roadworks. The
aforementioned information has been gathered through discussions with the relevant business unit.
As we are unable to provide any further documents regarding the changes, I am refusing this portion
of your request pursuant to section 17(e) of the LGOIMA, as the document alleged to contain the
information requested does not exist or, despite reasonable efforts to locate it, cannot be found.
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to refuse information by the Ombudsman.
