I write in response to your request dated 6 May 2025, for information under the Of icial Information 
Act 1982 (the Act): 
 
I would like to see any communications and documents received by KO from any minister,  
about the recently announced restructure. Include any initial advice about staff reductions 
or requests from ministers for staff reduction, and any feedback on the proposal draft sent 
to ministers, if any feedback was received. 
 
Kāinga Ora - Homes and Communities is undergoing change as we reset the agency to focus on 
our core mission of providing and managing social housing in a financially sustainable way. We 
need an organisational model and workforce that reflects our new, narrower focus.  
The work involved in this change is internal and organisationally-led. 
 
Kāinga Ora has not received any documents, or communication from Ministers that provide any 
advice or feedback to any proposed staff reductions. Therefore, in relation to your request, we are 
refusing under section 18(e) of the Act, in that “the document alleged to contain the information 
requested does not exist, or despite reasonable efforts to locate it, cannot be found”.  
 
You have the right to seek an investigation and review by the Ombudsman of this decision. There
