Official Information Act request relating to use of personal email accounts by
Ministers for official business
Thank you for your request made under the Official Information Act 1982 (the Act), received
on 5 May 2025. You requested:
“Under the Official Information Act 1982, I request the following information from the
Department of the Prime Minister and Cabinet (DPMC) regarding the reported use of
personal email accounts for ministerial business by Hon. Erica Stanford and potentially
other Ministers:
The root cause or causes identified by DPMC (or any relevant oversight body) that led
to the use of a personal email account by Hon. Erica Stanford for ministerial matters,
including pre-Budget documents.
How and when this issue was first detected, including whether it was identified through
internal monitoring, an external inquiry, an Official Information Act request, or another
channel.
What actions have been taken or are planned to address this incident and to prevent
recurrence across Ministers or other government officials (e.g. updates to the Cabinet
Manual, training, technical or security controls).
A copy of any internal reports, reviews, briefings, or correspondence (including emails
and memos) held by DPMC that relate to this incident.
A copy of any emails sent from ministerial or MP accounts to personal email
addresses, covering the period from 1 January 2024 to 1 May 2025, where those
emails relate to official government or ministerial business.”
I believe the information you have requested is more closely connected to the functions of
the Prime Minister, Rt Hon Christopher Luxon. Accordingly, I have decided to transfer your
request to the Prime Minister under section 14(b)(ii) of the Act. The Prime Minister has the
usual timeframes under the Act from receipt of this transfer to make a decision on your
request.
