Re: Weed and Vegetation in Road Corridor
Thank you for your information request, which was transferred to us by Auckland Transport
on 21 May 2025. You requested information regarding weed and vegetation management in
road corridors. Below are the specific details of your request and our response.
a) Please supply the current version of the "Auckland Transport weed management
policy" that is presently in use.
Our Full Facility contractors work to the specifications in the contract (of which weed
management and vegetation control are covered). Auckland Council has a Regional Pest
Management Plan also.

b) Please supply the current version of the "Vegetation in Road Corridor Policy"
that is presently in use.
Please find attached:
o Auckland Transport and Auckland Council – Service Level Agreement for the
Delivery of Greenscapes Services in the Road Corridor.
o Auckland Transport Activities in the Road Corridor Bylaw 2022.
c) Please provide the current definition of "Weeds" used by Auckland Transport in
relation to roadways.

d) Please provide the current process Auckland Transport uses to approve
working groups for "Weed removal from a roadway"
Auckland Council’s Full Facility contract specification states that:
(i)
Supplier shall:
(A)
Publicly disclose, e.g. publish on the supplier's website, their
environmental policy, targets, and performance updates
associated with the supplier's environmental management
system, including any regulatory fines or penalties that may
have occurred
(B)
Cascade the above set requirements onto the supplier's own
Supplier/Supplier that perform work that is material to the
products, parts and/or services supplied to Auckland Council,
thus requiring the same of their relevant Supplier/Supplier as
Auckland Council requires of its Supplier
(ii)
Through their management system Supplier wil be required to:
(A)
Establish an environmental policy,
(B)
Identify the environmental aspects arising from the
organisation's past, existing or planned activities, products and
services, in order to determine the environmental impacts of
significance,
(C)
Identify applicable legal requirements and other requirements to
which the organisation subscribes,
(D)
Identify priorities and set appropriate environmental objectives
and targets,
(E)
Establish a structure and a programme(s) to implement the
policy and achieve objectives and meet targets,
(F)
Facilitate planning, control, monitoring, preventative and
corrective actions, auditing and review activities to ensure both
that the policy is completed with and that the environmental
management system remains appropriate, and
(G)
Be capable of adapting to changing circumstances.
(iii)
Where applicable, the management system wil include at a minimum
each of the following environmental aspects to be monitored and
measured:
(A)
Energy conservation
(B)
Water conservation
(C)
Waste management and recycling
(D)
Chemical use
(E)
Scope 1 and Scope 2 Greenhouse gas (GHG) emissions*
(F)
Note: priorities may change over the course of the contract as
Auckland Council and its Local Boards develop and refine

environmental strategies. Reporting and monitoring
requirements may be updated by notification from Council.
(G)
*Note: scope 1 greenhouse gas emissions: direct emissions
generated by the company scope 2 greenhouse gas emissions:
indirect emissions that are associated with the generation of
electricity that is purchased and consumed by the company
(iv)
Reporting and meetings
(v)
Council may ask for meetings to discuss environmental performance
and improvements as wel as innovation opportunities.
(vi)
The supplier wil deliver quarterly reports to Auckland Council which wil
cover the following topics.
(A)
Environmental incident reporting
(B)
Type of product (e.g. diesel, chemical etc.)
(C)
Name of chemical
(D)
Volume in Litres
(E)
Environmental impact
(F)
Actions taken to remedy the incident. How such incidents wil be
avoided in the future.
(G)
Note, this is a summary of incident reporting and does not
supplant other procedures for reporting and managing
environmental incidents.
(vii) Certification
(A)
The supplier wil share the current status of their management
system, including the level of certification and any plans to
upgrade their management system.
