Thank you for your request of 26 April 2025 to Kāinga Ora – Homes and Communities for the 
following information under the Of icial Information Act 1982 (the Act). 
  •  all emails, electronic messages, notes, reports and memos that included a reference 
to my request of 6 April 2025 regarding the Tier Two restructure workshop or 
contained discussion leading to your decision on 14 April 2025. 
•  For clarity, I am requesting all documents written or received by those officials 
involved in processing the request or were consulted in the decision. This request 
includes any information produced after the communication of your decision on 14 
April 2025, as well. 
 
This information is withheld in full under section 9(2)(g)(i) of the Act to protect the effective 
conduct of public affairs through the free and frank expression of opinions. I believe the 
greater public interest is in the ability of individuals to express opinions in the course of their 
duty. 
 
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of 
information under section 9 is not outweighed by other considerations that render it desirable 
to make the information available in the public interest. 
 
You have the right to seek an investigation and review by the Ombudsman of this response.
