I refer to your official information request dated 22 April 2025, received by our office on 28 April 2025, 
requesting copies of al  communication with the Ministry of Education leading to the appointment of a 
Limited Statutory Manager (LSM) at Halswel  Residential Col ege (HRC) and Westbridge Residential School 
(WRS). The requested information is attached to this email. 
Some background information to assist in providing context to the events leading to the appointment of an 
LSM to the HRC and WRS combined board. 
HRC and WRS are governed by a combined board which is made of ministerial y appointed members and 
the principals of each school. Staff at both schools vote for an elected staff representative who has voting 
rights. The combined board gives attendance and speaking rights to the highest scoring candidate from the 
school that does not have the elected staff representative. 
Some of the correspondence relates to Westbridge Residential School, however, it has been included in this 
OIA as it leads up to the appointment of the LSM to the combined board.

of natural persons under Section9(2)(a) of the OIA and Section 7(2)(a) of the LGOIMA.
