Thank you for your email on 13 May 2025, asking Health New Zealand (Health NZ) for the
following under the Of icial Information Act 1982 (the Act):
“I also request details on funding allocated by the Ministry since 1 January 2022 for
addiction services in Northland, specifically services addressing methamphetamine or
stimulant use. Please include any funding directed to primary health organisations, NGOs,
kaupapa Maori services, or other contracted providers, along with the name of the service,
location, and amount funded
Lastly, I request information on any public health campaigns, community programmes, or
education initiatives supported or commissioned by the Ministry that specifically address
methamphetamine harm in Northland during this period. Please include any evaluations,
uptake data, or outcome summaries if available.”
On 13 May 2025, your request was partially transferred to Health NZ to respond.
Response
I apologise for the delay in providing our response. The time taken is not what we aspire to. This is
something we are working to get on top of as we deal with a high volume of requests and the
understandably high public interest in our work.
For the sake of clarity, I wil address each question in turn.

The funded Methamphetamine programme in Northland is called Te Ara Oranga. Find more
information on this programme here:

Health NZ employs Mental Health and Addictions services staff specifically to deliver the Te Ara
Oranga programme. For the period specified the cost of this was $3,567,564. The community
providers/Hauora Māori partners were allocated funding as follows:

Additionally, Health NZ operates Timatanga Hou Inpatient Detox Unit at Whangārei Hospital was
allocated the following budget during the period:

However, these facilities provide treatment any alcohol or drug addiction and many patients have
multiple substance issues, so it is not possible to isolate the cost of methamphetamine treatment
only.
The following paragraphs set out contextual information in relation to part 1 of your request.
Te Aka Whai Ora | Māori Health Authority was established on 1 July 2022 by the Pae Ora (Healthy
Futures) Act 2022 alongside Te Whatu Ora. Hauora Māori Partner contracts held by former District
Health Boards and the Ministry of Health | Manatū Hauora were transferred to the Māori Health
Authority for ongoing management.
As you are aware on 1 April 2024 the Māori Health Authority contracts and functions transferred to
Health NZ. As such, this response accounts for information previously held by Māori Health
Authority (from its establishment date of 1 July 2022) and now Health NZ.

2. Lastly, I request information on any public health campaigns, community programmes, or
education initiatives supported or commissioned by the Ministry that specifically address
methamphetamine harm in Northland during this period. Please include any evaluations,
uptake data, or outcome summaries if available.
The public health campaigns, community programmes, and education initiatives are also provided
for under Te Ara Oranga in Northland. Please see
Appendix One for more information on the
quarterly reports for the period of Te Ara Oranga Programme as well as 2018 and 2021 evaluative
reports regarding the programme, which are released to you as
Appendix Two.
During this period, public health campaigns including radio and social media advertising
campaigns were undertaken by Health NZ as part of Te Ara Oranga:
• Bi-monthly meth harm reduction 30 seconds radio commercials with a focus on where to
get help were commissioned were broadcast on the Mediaworks radio platform. Social
media public health campaigns during the period included a monthly schedule of tips for
Change and Helpful Hints shortform videos. On average two videos were posted per month
in each of these two series. The ‘Lets Make a change’ music video was posted monthly
throughout the period.
• In 2022 Te Ara Oranga ‘choice’ Workshops were delivered by Ngati Hine Health. Health NZ
also promoted these twice a month.
