We respond to your request for information received on 17 April 2025 regarding the
above-mentioned and request below:
Were there any properties with moderate or minor damage from the NIWE and posing
an intolerable risk to life in future events accepted for FOSAL categorization and could

The Government’s risk categorisation framework specified that properties that
presented an intolerable risk to life that could not be mitigated in future severe weather
events should be classified as Category 3 Properties. The Hawke’s Bay Regional
Council has led the process for land categorisation as pe
r this framework
In response to your question, Central Hawke’s Bay has to date not had any properties
categorised as Category 3. This means as per the Hawke’s Bay Regional Council’s
ongoing assessment, there are no properties in Central Hawke’s Bay that present an
intolerable risk to life.
