Thank you for your email of 12 April 2025 to Kāinga Ora – Homes and Communities,
requesting the following information under the Official Information Act 1982 (the Act):
1. Can I please have copies of any resignation letters or emails from rowan macrae
or any other tier twos who have resigned since 2023;
Kāinga Ora holds one resignation email from a tier two staff member since 2023.
However, I am declining to provide you with a copy of this, or any other identifying
information, under section 9(2)(a) of the Act to protect the privacy of natural persons.
2. can I have any email communication or letters exchanged between Kāinga Ora
and Andrew McKenzie agreeing to the terms of his redundancy and payout, and
any documents outlining the change in his position description as noted in the
media to justify the payout he was given;
The emails within scope of your request are attached. Some information from the
documents have been withheld under section 9(2)(a) of the Act, to
‘protect the privacy of
natural persons’.
3. can I have the total sum paid to McKinsey and company since January 2024 to
today, with a breakdown for what these costs were for if any;
4. can I have any information and documentation about the procurement process
selecting McKinsey and company since 2024 to do this work if any;
Since January 2024, Kāinga Ora has paid McKinsey $399,000 for Wave and Academy
licenses and set up, and $160,000 for professional fees for conducting the Organisational
Health Survey. These costs exclude GST.
I have also attached two documents that describe the procurement process used for
engaging McKinsey:

Approval memo for the direct source of McKinsey Wave - a key tool enabling
planning and tracking of cost and other business improvement initiatives central to
our Reset Plan and transformation.

Approval memo for the direct source of McKinsey for the Occupational
Health Survey – a tool which confirmed key areas that we must focus on and
improve to ensure everyone at Kāinga Ora can perform at our best.

Some information from the memos have been withheld under section 9(2)(a) of the Act, to
‘protect the privacy of natural persons’.
5. can I have copies of any emails regarding RRR exchanged between the CE and
his direct reports from the last six weeks.
A search of emails between myself as Chief Executive and my direct reports, using key
words related to RRR, returned a result of over 1,500 emails. To review each email to
determine whether or not it is within the scope of your request would have a significant
administrative impact, and therefore this part of your request is declined under section
18(f) of the Act, as section 18(f) of the Act, that
“the information requested cannot be
made available without substantial collation or research”.
Where reference to section 9 of the Act has been made in this response, pursuant to
section 9(1), I do not consider the withholding of the information from this response is
outweighed by public interest considerations in making that information available.
