On 14 April 2025 Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (the 
Ministry) received your request for the following information under the Official Information Act 1982 
(the Act): 
 
Please provide all advice MHUD provided to Ministers on the proposed restructure of 
Kāinga Ora announced on 3 April 2025. 
 
The Ministry has no involvement in internal staffing decisions of Kāinga Ora – Homes and 
Communities, these remain with the Board and senior management of Kāinga Ora. As such, the 
Ministry does not hold any information about the proposed restructuring currently being consulted 
on and your request is refused under section 18(e) of the Act, that the documents do not exist. 
 
You have the right to seek an investigation and review of my response by the Ombudsman, in 
accordance with section 28(3) of the Act. The relevant details can be found on the Ombudsman’s 
website at: www.ombudsman.parliament.nz.
