Dear G Thom
Thank you for your email of 11 April 2025 to Kāinga Ora – Homes and Communities,
requesting the following information under the Official Information Act 1982 (the Act):
Please provide copies of all emails and Teams messages written or received by
the Chief Executive or the General Manager of People, Governance and Capability
discussing proposals to include CSC and placement staff in the proposed staff
cuts announced on 3 April 2025 or how cuts to frontline staff in general might/ wil
harm, maintain or improve service delivery.
In addition, please provide copies of all board papers and ELT papers that
discussed reducing frontline staff positions. If discussion of the frontline makes up
only part of a paper, please provide the entire paper.
There are four documents within scope of your request:
• Email of 1 April 2025 from Principal Advisor – Strategy Finance and Policy to
General Manager – People Governance and Capability
• RRR Project Update to the Kāinga Ora Board – 4 March 2025
• Kāinga Ora Board slide pack – 17 March 2025
• Executive Leadership Team workshop guide – 4 March 2025
The proposal is currently being considered by the Executive Team, after receiving
feedback from staff during the consultation period. No final decision has been made.
Given the circumstances, I am withholding these documents in full under the following
sections of the Act:
9(2)(a) to protect the privacy of natural persons.
9(2)(ba)(ii) to protect information which is subject to an obligation of confidence, where
the making available of the information would be likely otherwise to
damage the public interest.
9(2)(g)(i) to maintain the free and frank expression of opinions by or between
employees of a public service agency or organisation in the course of their
duty.
In terms of section 9(1) of the Act, it is proposed that, in the circumstances, the
withholding of information under section 9 is not outweighed by other considerations that
render it desirable to make the information available in the public interest.
