Thank you for your request for information dated the 10th of April 2025 in relation to the Karanga-a-Hape
Station precinct integration project.
We have answered your questions in the order they were asked.
a) who the 'stakeholders' are that led to this change
The stakeholders with which the project team discussed the changes outlined in the memo to the
Waitematā Local Board were primarily located in Cross Street and Mercury Lane and included both
business and property owners.
Please note that stakeholders’ names have been withheld in accordance with Section 7(2)(a) of the Local
Government Official Information Act (LGOIMA) 1987 to protect the privacy of natural persons, including
that of deceased natural persons. Disclosing their identities could hinder future consultations, as it may
discourage their participation and openness in providing valuable feedback.
b) what the SME in charge of walking said when consulted

Auckland Transport began consultation on the Karanga-a-Hape Station neighbourhood and bus
improvements project in 2023, and subsequently issued the Engagement Feedback and Recommended
Decisions Report. This report included recommendations for more investigation in a number of key areas of
the design. The report is publicly available on the AT website.

various directly affected stakeholders. Consequently, the project team requested direction from the Project
Control Group (PCG). Please refer to the attached PCG minutes for further details. The PCG found a number
of proposed design changes acceptable for two primary reasons:
a) The necessity to balance the needs of various stakeholders, particularly concerning access, loading
and servicing.
b) The interim nature of the proposed work for Cross Street and East Street. There are development
opportunities within the Karanga-a-Hape Station precinct, and as the area evolves following the
opening of the CRL station, further stages of improvement will be feasible. This includes footpath
and accessibility improvements on both sides of Cross Street.
Auckland Transport is continuing to work through a process in conjunction with stakeholders and the
Waitemata Local Board to finalise the design. None of the changes presented in the memo to the Waitematā
Local Board are finalised; they were merely proposed. AT is seeking to deliver an outcome that provides a
significantly improved amenity for pedestrians and cyclists around the new CRL Station while balancing the
needs of businesses and residents for access, loading and servicing of their properties, and taking into
account future development in the area.

investigation and review regarding this matter.
