Dear Aaron W,
Thank you for your Official Information Act 1982 (the Act) request received on 9 April
2025. You requested:
Please provide all correspondence and documents held by your Office in relation
to the Treaty Principles Bill. To be explicit this should include all information
relating to the scheduling of the first and second reading
I am releasing to you attached documents, with some information redacted on the
grounds listed below. Some of the information has been provided as an excerpt of a
document, in accordance with section 16(1)(e) of the Act.
The grounds relied upon for withholding information are:
1. section 9(2)(a), to protect the privacy of individuals;
2. section 9(2)(ba)(i), to protect information which is subject to an obligation of
confidence, where making the information available would be likely to damage
the public interest;
3. section 9(2)(f)(iv), to maintain the confidentiality of advice tendered by or to
Ministers and officials;
4. section 9(2)(g)(i), to maintain the effective conduct of public affairs through the
free and frank expression of opinion;
5. section 9(2)(h), to maintain legal professional privilege.
In making my decision, in accordance with section 9(1) of the Act I have considered
whether the public interest in disclosure outweighs the need to withhold the
information, and I have concluded that it does not.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
Yours sincerely
Hon Chris Bishop
Leader of the House
