Thank you for your email dated 9 April 2025 requesting information as follows:  
 
I would like to know the current member of Complaints Assessment Committee (CAC) and their 
term of appointment. Please label them if they are chair, vice-chair or lay member etc. 
 
Their job description, pay rate and how much they have been paid each month since 1st Jan 
2022. 
 
Are you anticipate to call any public expression of interest this year? 
 
A sample of CAC's appointment letter they received when appointed. One recent example would 
be sufficient. 

 
On 14 April 2025 the Ministry of Justice transferred the following request from you to the Teaching 
Council:  
 
I would like to know the current member of New Zealand Teachers Disciplinary Tribunal and 
their term of appointment. Please label them if they are chair, vice-chair or lay member etc. 
 
Their job description, pay rate and how many days they attend New Zealand Teachers 
Disciplinary Tribunal business each year since 1st Jan 2020. 
 
Are you anticipate to call any public expression of interest this year? 
 
Sample of their appointment letter, once would be sufficient. 

 
We have considered these requests under the Official Information Act 1982 and can advise as follows.   
 
Complaints Assessment Committee (CAC)

  Section 61 of the Teaching Council Rules 2016 sets out 
the term of appointment to disciplinary body: Teaching Council Rules 2016 (LI 2016/122) (as at 29 July

A copy of the position description of a CAC panel member has been attached to this response.  
 
The Council pays all Panel members a daily meeting fee for their services as follows:  
•  CAC Chair daily rate: $475.00  
•  Chair preparation fee (2 hours for work that takes 4 hours): $237.50  
•  CAC Member daily rate: $385.00  
•  Member preparation fee (2 hours for work that takes 4 hours): $192.50   
These rates are all inclusive of GST, if any. 
 
Your request for the pay these members have been paid each month since 1 January 2022 is declined 
under section 9(2)(a) of the OIA to protect the privacy of an individual.  Information on operating 
expenses, including panels is available in the Teaching Council’s annual reports.  
 
The Council is not anticipating a call for public expressions of interests in 2025.  
 
Your request for a copy of an appointment letter is declined under section 18(e) of the OIA as the 
information does not exist, or despite reasonable efforts to locate it, cannot be found. 
 
Disciplinary Tribunal

Disciplinary Tribunal Member Daily Rates per Hearing are as follows, these rates are inclusive of GST, if 
any. 
 
Chair and Deputy Chairs  
•  Hearing fee: $900.00  
•  ‘On paper’ fee (no actual hearing): $450.00  
•  Preparation Fee: $450.00  
•  Writing up case decisions, per hour: $112.50  
These rates are all inclusive of GST, if any. 
 
 Members  
•  Hearing fee: $415.00  
•  ‘On papers’ hearing fee (no actual hearing): $207.50  
•  Preparation Fee: $207.50  
These rates are all inclusive of GST, if any. 
 
‘On paper’ hearing refers to the situation where there is no actual hearing. The two parties submit 




 
 
 
 
 
 
 
 
 
 
 
everything in written format. 
Preparation fee based on 2 hours work, that may take up to 4 hours. 
 
There have been 247 DT hearings (includes in person, on papers, and AVL) since 1 January 2022.  We 
are unable to provide the number of hearings that took place between 1 January 2020 and 1 January 
2022.  We are unable to provide the number of days that DT panel members undertook other business 
related to DT matters, such as reading the papers or writing decisions.  
 
The Council is anticipating a call for public expressions of interests in 2025.  
 
A copy of a welcome letter for the Chair and Deputy Chairs of the DT is provided with this response.
