Official information request regarding fossil fuel investment 
 
I refer to your request for information under the Official Information Act 1982 (the Act) 
dated 7 April 2025: 
 
“Does the university have any third party investment in funds that invest in fossil 
fuels? What proportion of funds, if any, are invested in third parties that invest 
(directly or indirectly) in fossil fuels?” 
 
Aside from a small number of term deposits with banks, Te Herenga Waka (the 
University) does not undertake any investments itself. Investment of endowment funds 
and philanthropic donations is managed by the Victoria University of Wellington 
Foundation (the Foundation). Whilst the Foundation is a controlled subsidiary of the 
University, it is not subject to the Act. Any information held by the University in relation 
to the Foundations investment activities is held as an agent on behalf of the Foundation 
and is not considered to be official information held by the University. Therefore your 
request is refused in accordance with s18(g) of the Act as the information you have 
requested is not held by the University. 
 
We can advise that the Foundation’s investment activities are undertaken in accordance 
with various policies including their Statement of Investment Policy and Objectives 
(SIPO) and their commitment to United Nations Principles for Responsible Investment. 
Funds are managed through a number of external fund managers with support from 
Investment Consultant/specialist investment advisors. While the Foundation selects and 
monitors these fund managers against its objectives and policies, the Foundation 
ultimately has no control over the investment decisions made by those fund managers. 
 
You have the right to seek an investigation and review by the Ombudsman of the
